This series of staircases will lead to another ladder, this time heading upward to a separate isolated location. Walk down the stairs you encounter from here to grab a Revive , and then return to the ladder, climb back down it, and return to the location of Poke Maniac Harrison.
In between the staircases you used to reach each of the isolated locations is another staircase. Walk up that one, and you'll encounter a stone in your way that must be moved with Strength. So, utilize Strength, and then walk past the location of the stone, heading in a northerly direction. Take the stairs you encounter on your left, and wrap around towards a dead end containing an Ultra Ball. Then, return to the previous corridor and continue to the north, and then to the east, grabbing the Max Potion at the dead end.
Then, go north of that location and continue to the east. When you see a staircase leading to the south, take it, and continue to the south until you see a staircase leading back up to your left. This will ultimately lead to an isolated location, but you'll be able to take on Super Nerd Markus here. He has a lone level nineteen Slowpoke, so eliminate him quickly. Once Super Nerd Markus is no more, there's little else to see or do here, though there are two more items we can currently get.
Mortar is much, much larger than what we're able to see right now, but without certain skills, there's simply nothing else we can do here for the time being. Go down it. From the ladder, go to the right, and then go south when you can. Use the third set of stairs that you can reach, and cross this raised area to take the stairs to the south. From here, go to the right until you reach some stairs.
Go right, and then down when you can. Follow the path until you find more stairs. Go down those, then go down the ladder. From the ladder, go down one flight of stairs, then go to the right, and go down the long set of stairs here. Just to the north is Kiyo! If you defeat him, he rewards you with a Level 10 Tyrogue, as long as you have an empty slot in your party. If you don't, you'll have to leave and come back, and he'll give you the Tyrogue. When Tyrogue reaches level 20, it will evolve.
A trainer named Hiker Parry way over on Route 45 is the one to talk to about that. Mortar looks intimidatingly huge, but most of it is just a big waste of time. From the entrance, you can go in to the lower cave, or down into the basement, but outside of a few easily purchased items, there's nothing on either floor.
All of the good stuff is actually found on the same path. Surf north, then use Waterfall to get up to the entrance in the back of the cave. Weave your way through this tedious maze of hills and ponds, going a little out of your way to grab the Rare Candy , TM 40 , and the Dragon Scale that is needed to evolve Seadra into Kingdra.
Then take the ladder in the upper left corner to a thin strip of the lower cave, where you can pick up a Max Revive and an Iron in Crystal and head up the ladder along the left side of the cave to the Karate King's location. If your party is full then go empty a slot for Tyrogue, when you return Kiyo will then give you the Tyrogue.
